미국의 한반도 전문가들에게 아래와 같은 메일을 보냈습니다.

Dear Ms. Fifield, Greetings,

파이필드 씨 안녕하십니까

I am a South Korean citizen from Seoul who is an avid reader of your articles. Although Im currently working in a completely different field, Im still deeply interested in US-KOR relations and North Korea.

저는 대한민국 서울에 거주하는 시민으로, 귀하의 기사를 애독하고 있습니다. 저는 전혀 다른 분야에서 일하고 있지만, 여전히 한미관계나 북한 문제에 대해 관심을 갖고 있습니다.

The reason I am writing this mail to you is because, it seems to me that so often, American media is unfair and not very informative when it comes to matters pertaining to SK-NK relations or the current state of affairs. For example, many American newspapers are portraying the recent US approach towards NK as something which hurts US-ROK alliance, but as you know, that is not the case. South Koreans are actively supporting Trumps approach towards NK and we are rather eager to have a small deal than a no deal. The situation in the Korean peninsula is precarious and volatile, so most educated people will say that we need some kind of modus vivendi with our unstable and dangerous neighbor rather than cornering it to the brink and wait to see what happens.

귀하에게 메일을 쓰는 이유는 사실 미국 언론이 남북관계나 현재 상태에 대해 불공정하게 보도하고 있다고 느끼기 때문입니다. 예컨대 많은 미국의 언론들은 최근 미국의 대북정책이 한미동맹을 위험에 빠뜨리고 있다고 하는데, 귀하도 아시다시피 이는 사실이 아닙니다. 한국인들은 트럼프의 대북정책을 지지하고 있으며 스몰딜을 노딜보다 선호합니다. 한반도의 상황은 위태로우며 유동적입니다. 우리는 우리의 위험하고 불안정한 이웃과 일정한 타협이 필요합니다. 벼랑 끝으로 몰아넣고 무슨 일이 벌어지는지 기다리는 것보단 말이죠.

I am deeply against the North Korean regime, and I despise its nature, its cult of personality and its heinous abuses on ordinary citizens, yet I believe that it is not in our interest to raise human rights issue every time we negotiate with them. For example, the US and other Western nations have no problem dealing with Saudi Arabia (another notorious regime), Turkey, Russia and China.

저는 북한체제에 반대하며 개인숭배와 일반인들에 대한 무자비한 억압 등 그 본질을 혐오합니다. 그러나 이들과 협상할 때 인권문제를 제기하는 것은 우리의 이익이 아니라고 생각합니다. 예컨대 미국과 다른 서방국가들은 사우디아라비아(또다른 악명높은 국가이죠), 터키, 러시아 또는 중국과 관계를 맺는데 전혀 문제가 없습니다.

It would be utterly hypocritical to deny recognition of NK solely on the grounds of human rights. Therefore, it is beyond me why should American media be so obsessed with human rights when they are neglecting the same issues in Saudi Arabia or in Israel. Of course, Human rights and individual liberties are important but raising those issues at this moment would not be very helpful. If history has taught us anything, living conditions and individual liberties are better promoted by active engagement and economic growth. Alexis de Tocqueville has also said that oppressive regimes fall not when they are most oppressive but when they try to reform themselves.

북한을 단지 인권 때문에 불인정하는 것은 굉장한 위선일 갓입니다. 따라서 미국언론이 사우디와 이스라엘에 대해 침묵하면서 북한인권에 대해 왜 집착하는지는 의문입니다. 물론 인권과 개인의 자유는 중요한 문제이지만, 지금 이 문제를 제기하는 것은 유익하지 못합니다. 역사는 우리에게 가르쳐주는 것은 개인의 자유와 생활의 개선은 보다 더 많은 관여와 경제성장을 통해 보장된다는 것입니다. 토크빌도 말하였듯이 억압적 체제가 무너지는 것은 가장 억압적일 때가 아니라 개혁을 시도할 때입니다.

On the other hand, Id like to stress that Americas posture (especially those of the media) towards North Korea is not very constructive. Unilateral imposition of ones will is not diplomacy, it is a diktat. The US could force unilateral disarmament if it overruns North Korea in a war but that is not the case. We are negotiating and North Korea has also interests which it deems vital. 19th century Europeans have been acutely aware of this fact. Diplomacy was the art of the possible, not a crusade to impose ones will.

다른 한편 저는 현재 북한에 대한 미국의 태도 (특히 언론) 가 그닥 건설적이지 못하다는 점을 말하고 싶습니다. 일방의 의지의 관철은 외교가 아니라 항복강요입니다. 미국은 물론 전쟁에서 승리한다면 북한에 대해 모든 것을 요구할 수 있겠으나 현재 상황은 그렇지 않습니다. 우리는 북한과 협상하고 있는 것이고 그들도 그들이 핵심적이라고 생각하는 이해관계가 있습니다. 19세기 유럽의 위정자들은 이를 잘 알고 있었습니다. 외교는 가능성의 예술이지, 일방적 의지를 관철하는 신앙이 아닙니다.

Of course, North Korean nukes are a threat and they must be contained, but you cannot contain them with sanctions and pressure alone. We have tried that medicine for decades but they have not worked. And as more time is wasted (without a deal), the more deadly they become. So we need to point the very core issues which have brought about this crisis in the first place. I believe that our government and Trumps administration are addressing those factors to finally make a workable settlement on the Korean peninsula.

물론 북한의 핵은 위협이고 제어되어야 합니다. 하지만 제재와 압력만으로는 이를 막을 수 없습니다. 우리는 같은 약을 수십년간 처방하였음에도 별다른 결과를 얻지 못했습니다. 그리고 시간을 허비할수록 그들은 더욱 위험해지고 있습니다. 따라서 우리는 이 사태가 발생한 근원적 이슈를 다루어야 합니다. 저는 우리 정부와 트럼프 행정부가 바로 이 요인들에 주목하고 있다고 보고 있습니다. 한반도에 대한 집행가능한 메커니즘을 드디어 만들기 위해서 말입니다.

Another issue Id like to address, is that so often, American media portrays South Korean liberals as some kind of anti-american left wing crusaders when they are not. The main support base of the current liberal government are middle-class, students and professionals. We are the most pro-Western, pro-American generation of all, and the culture of individualism and democracy is deeply ingrained in our hearts. As you may know already, Korean right-wing elderly share more in common with the average North Korean (insofar as they support a strong dictator, collectivism, and fervent nationalism) than the younger generation. So Korean liberals are not anti-american at all, we just want to have a fairer treatment and we want our interests be acknowledged.

제가 지목하고자 하는 또 다른 이슈는 미국의 언론이 한국의 리버럴을 주로 반미적이라고 보도하고 있다는 점입니다. 그들은 그렇지 않습니다. 현재 한국 정부의 주요 지지층은 학생, 중산층, 전문직입니다. 우리는 전세대를 통틀어 가장 친서방적이고 친미적인 세대입니다. 개인주의와 민주주의는 우리 가슴속에 깊이 새겨져있는 문화입니다. 그리고 귀하도 아시다시피 한국의 노년층 우파는 오히려 북한의 평균적 사람과 공통점이 많습니다 (강한 독재자, 집단주의, 열정적 민족주의를 열망한다는 점에서). 따라서 우리는 전혀 반미적이지 않습니다. 우리는 그저 공정한 대우와 우리의 이해관계가 존중받기를 원할 뿐입니다.

Of course, you may well be aware of everything I just said, but I could not help but write this little mail just to voice my opinions on the issue.

물론 귀하는 제가 말한 모든 것을 이미 알고 계실겁니다. 그런데 제 의견을 전달하기 위해 이 글을 쓸 수밖에 없었습니다.

I greatly appreciate all your work and articles which illuminate western readers with opinions different to those of the established media.

가장 길었습니다. 1마일도 더 되겠어요. 선생님의 노고

에 감사합니다. 그렇지만 이런 식이면 차라리 글(기사)

를 쓰지 그랬어요? 저는 트위터에서 선생님 같은 분들

의 기고문을 보는 것을 좋아합니다. 폭넓은 대중이 선생

님의 목소리를 들으면 좋을 것 같습니다. 또 제가 답장

을 늦게 한다면 미리 사과합니다. 하노이 이후에 관한

글을 길게 작성해야 하는데 기한이 가까워졌거든요.

이메일 잘 받았습니다. 선생님이 쓴 모든 것에 감사를

드리고 내용 대부분에 동의한다고 말씀드리고 싶어요.

글 잘 읽었습니다. 저는 미국이 한국에 대해 갖고 있는

생각에 관한, 선생님의 견해와 의견의 많은 부분에 동

의합니다. 그것(미국이 한국에 대해 갖고 있는 생각)은

사실 큰 문제이기도 하며 제가 한국 관련 정책에 대해

미국인들에게 소개할 때 자주 언급하는 사항이기도 합

니다. 미국에서는 한국에 대한 지식이나 관심이 거의

없는데, 남북한의 역학 관계와 같은 복잡한 사안에 대

해서도 마찬가지입니다. 미국 정부의 정책은, 우리가

이것을 원하니까 원하는 것을 가져야 해와 같은 식으

로 진행될 때가 너무 많습니다. 저는 미국의 정책 결정

자 및 고문들한테 한국의 이익도 고려되어야 한다는

것을 알리는, 많지 않는 미국인 중의 하나입니다.

계속 연락을 유지하면 좋겠네요.

4. 선생님의 사려 깊은 글을 읽을 수 있어서 감사합니다.

선생님 글의 세 번째와 마지막 절과 관련하여, 저는

문재인 대통령이 반미이거나 한미 동맹의 지지자가 아

니라는 주장을 계속해서 반박하고 있습니다. 이곳에서

는 문 대통령에 대해 크게 오해하고 있어요.

일단 한반도 문제 관련 자주 회자되는 연구자들로부터 답장을 받으니 뿌듯합니다.

이들과 보다 자주 소통할 수 있기를 바랍니다.
